1. Consideration of any item of Government Business carried over from today’s Order paper.
2. Consideration and passing of the following Bills :
(a) The Right of Children to Free and Compulsory Education (Amendment) Bill, 2010;
(b) The National Council for Teacher Education (Amendment) Bill, 2010;
(c) The Seeds Bill, 2004;
(d) The Pesticides Management Bill, 2008; and
(e) The Educational Tribunals Bill, 2010.
3. Consideration and passing of the following Bills, as passed by Lok Sabha :
(a) The Institute of Technology (Amendment) Bill, 2011.
(b) The State Bank of India (Subsidiary Banks Laws) Amendment Bill, 2011.
4. Consideration and passing of the Transplantation of Human Organs (Amendment) Bill, 2009, after it is passed by Lok Sabha.

Further the bills (prior) to the IIT bill do not seemed to have moved at all.

August 20, 2011 1:34 AMIIT amendment bill will be taken along with NIT amendment bill for consideration in Rajya Sabha. Till allocated for these two bills together is 2 hours.
As NIT amendment bill was not passed till last friday in lok sabha, IIT amendment bill was not listed under business for Rajya Sabha till date.
Now hope the IIT amendment bill be taken up this week as NIT bill is passed in lok sabha.

September 6, 2011 9:45 PMIt is true and painful to everyone waiting for the same to happen ...this way the country is progressing for the last 64 years.....answer to why other 3rd world countries progressed exponentially when compared to what India has achieved. Such commotions were not present earlier when India got independence otherwise one can imagine the state. A little selfish of me, as there is a blast in Delhi today and Mr. Adwani has agreed to talk to Shri Pranab Mukherjee to withdraw few demands so that parliament works during the time left for this session and there is a day left for tomorrow. Also, congress has a majority in the House the bill can be passed in few minutes......or else wait for new Year . Good and strong point in favour is that the students passing out next year from new IITs first badge will have a degree from IITs that never existed legally. Monsoon session ends without passing a single bill today. Full monsoon session was there to pass the bill. How can we expect that it would be passed in the winter session. Long wait which never seem to end.

September 7, 2011 11:50 PMI wonder whether there will be a day when politicians will be answerable to their behavior. It may not necessarily be a corruption or crime. Just their attitude and work policies.Its good to know that our democracy is still preserved in parliament, but its equally bad to see that anybody for whatever reason can disrupt the countries legislative procedures, no matter how important they are.
BTW when is the next session of RS.
It should be in Nov-Dec as per the tradition goes .. but it could be a bit Late as well or may be a bit early as Gov has to pass too many legislation.
September 8, 2011 6:50 PMIt is very annoying to find that "Institute of Technology Amendment Bill-2011", scheduled many a times on legislative business, could not be considered in the entire monsoon session of Rajyasabha due to continued interruptions & disturbances in the proceedings due to something or other. During the entire session, only 9 bills out of 34 listed could be considered/passed. So, our volunteers & ITians at influential positions need to follow it up with HRD Minister Sh. Kapil Sibal, Leader of Opposition Sh. Arun Jaitely, Prof. Murali Monohar Joshi & Sh. Rajeev Shukla, etc so as to keep the bill in the beginning of Winter Session. It will help in consideration & passing of the bill even with interruptions/ disturbances in between. This will be very much helpful to our Institute as well as to the students who have already passed out & waiting for long to get their Degrees and also those going to pass-out in 2012.
September 14, 2011 6:36 AMParliament's winter session is tentatively set to start on 21 November, Monday, and continue till 22 December. There will be a total 19 sittings. The Union Cabinet Committee on Parliamentary Affairs will announce the final dates next week.

December 9, 2011 7:46 AMWith Anna again raising his voice against Government Lokpal Bill and BJP joining hands with him, it seems very likely that the parliament will not function for next 3-4 days.Whether the bill is scheduled on monday or tuesday.it does not create any difference.It now seems impossible for our bill to get passed in this session only.We will have to wait for next session which is the budget session which generally does not function which means we will have to wait till eternity.Why our insti directors and our alumnis are not approaching opposition for our cause and asking them to let the parliament function?And Why our bill remains in the least priorty for Parliament?Whenever I check the LOB of Rajya sabha our bill remains at 6th or 7th position?
Why is everybody not understanding that faster conversion of IT to IIT is what this insti needs to boost up its morale and enhance other aspects??

December 14, 2011 3:26 AMIn the last session, several members had raised objection to the NIT bill, that it could not be passed along with.
Everyday the bill is pushed to the end and several other bills get appended to the list of business.
Not much time left in this session. Tomorrow there is no chance for it to be picked. Friday being 'private member business' day. Next week has only 3 days of session before RS adjourns sine die.
I think railways appropriation bill pending in LS will also come to RS and will be given priority.

Looking at current way, the bill is surely not going to get through this session. MHRD or RS seems to have a motive of not to consider the bill and get it lapsed.
December 15, 2011 4:46 AMIf this session expires then it means that Rajya sabha has not acted within 6 months. In that case a Joint sitting for a Non-Money bill is ideally called. This is true for any Ordinary Bill( Non Money Bill).
Would like to know what the people tracking this issue have to share on this? As in the Budget session it should not be ideally listed. And if the joint sitting of both houses are convened for voting then traditionally it the LS's view which prevails due to its sheer strength.
Lastly, is there any possibility of the Ordinance left given that the new IITs will have difficulty in giving degree for the batch passing out in March/April, since mere passage of bill by both houses does not immediately translate into the application of the Act. The Presidential assent although a straight process takes some time. Even after that the Secretary MHRD will take sometime to NOTIFY the Act.

I don't think that is going to happen , I mean joint sitting thing.. look at the educational tribunal bill .. it has been now more than a year since it has been differed in the discussion .. but it is still getting listed to be considered .. , now its not only the fate of new IITs .. but IISER (through NIT act) as well where the first batch is already out in July from two institute.. meanwhile its an amendment not a fresh bill .. so normal rules does not apply to this amendment act .. on the other line .. it seems that the government want to pass these kind of bill without discussion etc .. so they are not getting proper time .. and here is the risk involved .. remember what happened in IITDM bill!! . .. however still hopeful that it will see the light of the floor in the coming days .. still three day to go ...

Yes it is true , at least wait until last hour ....it is definitely going to pass this session. slowly slowly bills are on the way . Regarding the members supporting the bill ....this bill has no issue to be discussed ...so voting etc does not arise....this may be the reason for keeping this bill at the bottom of the list . As you people might remember that during the last session (monsoon) it was on its way just by an announcement of speaker, had that IIIT machlipatnam bill was not questioned by the congress member it self this bill would have passed . So don't worry and don't get panicked at least you people are not studying in the societies ( new IITs are registered as societies. This is true that Govt. process are frustrating and Shri Sibbal is busy with Lokpal Bill. Now the admission of Shri Ajit Singh in UPA there are very less chances of Mid-term poll now.

They will continue to make havoc on the floor till sabha gets adjourned. Interestingly, Sibal always takes up controversial bills first and IIT amendmend gets pushed to the last in the list. If Alumini can do something to reverse this order, that will help. Othewise ........

December 21, 2011 1:40 AMParliament means both houses. Rajyasabha will also conveneon 27-29 Dec. But now the priority is Lokpal and we can expect walkouts, heated arguments etc. They are least bothered about the future of couple of thousands of bright youngsters expected to finish academic term at IIESR, IIT etc. The speeches some of the MPs make on apparopriation bills show, how stupid we, as a nation are.
Not a single bill from MHRD has been taken up in this session. Let us hope MHRD will be become bit more serious and look at it.
Whether its 5th or 7th it hardly matters. we have seen in the past that quite frequently new bills have been popping up at ranks higher than our bill.
Unless and until the bill is ranked at no. 1 for the day it is unsure that it would be discussed.

If everything runs smoothly, RS takes up 2 bills in day. This means our bill can not be taken up tomorrow. and 29th is day for Lokpal and nothing else will happen.
RS is rightly called seniors sabha. It is interesting to see how they waste time on unimportant discussions and bills already passed by LS.

Tomorrow, there is no hope. Lokpal with so many related bills will be discussed and the discussion will go beyond prescribed time as it happened in case of lok sabha. Therefore, lets see if it happens in Budget session. There is one more way that gov can take. They can come out with an Ordinance. Once Ordinance is out, people who have degree on hold can at least get their degree.

If the bill could not come for the consideration it's for the good keeping in mind the recent happenings as reported.Now since it will be considered during Budget session,there is ample time for the alumni and students to put all their efforts in pursuing the concerned parties and MPs.be sure howeever that some parrlel move on face book for IIT- varanasi can backfire.

I totally agree to this , moreover Shri Sibal was desperately on back-foot due to his controversial statements and opposition is badly after him also all the bills from HRD was not taken up just because they may backfire.
