Hello everyone,

I am Neha Gupta, an alumnus of IT-BHU and currently a doctorate student at the University of Maryland, College Park, Maryland, USA. We are doing a feasibility test of our research project called "Come & Learn" for English speaking. We want to provide an opportunity to the University/ College students to chat for FREE with the students at the University of Maryland and practice their spoken English and also know about student life in USA. We can arrange the time and dates according to the convenience of students. The conversation will take place on Skype (www.skype.com). The program is a feasibility test and we will run it as long as we have interested learners (mentees) and teachers (mentors). After the Skype conversation, you will be asked to fill out a small survey online regarding the usefulness of the session.

After the feasibility test, we will take your inputs and incorporate them to make a successful web application for online education. The number of seats for the learners is limited so please register fast.

Our application will provide a great way for all students to communicate with other international students and will lower the language barriers. New Delhi, Sept. 7: Human resource development minister Kapil Sibal has cleared the last roadblock to the conversion of Banaras Hindu University’s engineering wing into an IIT, accepting an administrative umbilical chord threatening to strangle the promised upgrade.

Sibal has accepted a BHU demand that its vice-chancellor be made a co-chairman on the board of governors of the proposed IIT to be created by cleaving the 93-year old university.

Top government officials confirmed to The Telegraph that Sibal yesterday signed his approval on the BHU demand, ending over three years of hectic bargaining between the university and the Centre.

The Institute of Technology, BHU, first promised IIT status under the NDA government, may now finally be an IIT by the start of the 2010 academic session. “The minister’s signature effectively seals the deal,” a top official said.

There are no longer any differences between the HRD ministry and BHU on the structure and administration of the new institute, which will be called IIT-BHU.

IT-BHU is now scheduled to become India’s 16th IIT and the first that will bear in its name a link to another institution.

The government and BHU will need to complete a series of bureaucratic and parliamentary procedures before IT-BHU’s upgrade is official. The HRD ministry and the university will then need to implement a plan already in place to phase IT-BHU out of BHU and into an independent entity.

The HRD ministry will first include the name of IT-BHU in the list of new IITs that it has created, but which are still awaiting legal approval under amendments to the IIT Act.

The Centre hopes to introduce the proposed amendments in the next session of Parliament.

The imposing building of the BHU-IT which may soon be converted into an IIT

NEW DELHI: On September 7 the Human Resource Development Minister Mr Kapil Sibal approved a proposal to allow BHU vice-chancellor enjoy the status of co-chairman of the proposed IIT-BHU governing board.

According to sources the minister accepted the BHU demand, over-ruling the MHRD bureaucrats who were reluctant to give Chairman's post to BHU vice-chancellor and instead wanted him to be content with the vice-chairman's post. The tug-of-war over the post was delaying the conversion of the BHU-IT into an IIT.

The minister took the middle path, apparently under pressure from Rahul Gandhi whom the BHU-IT students had been pestering for a long time. Sibal allowed BHU vice-chancellor co-chairman's post, to be created exclusively for the BHU vice-chancellor, thus paving the way for a smooth conversion of the BHU-IT into an IIT.

According to the Indian Institutes of Technology Act, 1961 each "Institute shall consist of a Chairman, a Director and other members of the Board", thereby leaving no scope for the co-chairman's post.

"For this the Indian Institutes of Technology Act, 1961 will have to be amended", said the source.

Reports from Varanasi said that the news about Kapil Sibal's approval brought cheer on the BHU campus and the faculty was particularly happy about the move. The Director of the BHU-IT Prof S N Upadhyaya welcomes the news and said the decision will boost technical education in the region.
