“BHUIT will soon get IIT status

New Delhi: The road for BHUIT to get IIT status is clear now. It is hoped that in next 2-3 months, our country will get 16th IIT and UP will get 2nd IIT. Minister of State for HRD Ministry, D. Purandeswari informed Parliament on Wednesday. In March 2008, the then HRD Minister, Mr. Arjun Singh announced conversion of Institute of Technology, BHU to IIT.

Prof. S. N. Upadhyaya, Director of BHUIT offered mixed reaction to the promise by Minister of State for quickly resolving this issue, which was hanging for one and half years. Although he expressed satisfaction that govt. finally recognized BHUIT, he also expressed doubt that the issue may go to cold storage again. He suggested that govt. should take this on priority basis, by announcing it after getting approval from cabinet. If this happens before Joint Entrance exam (IIT-JEE), then name of BHUIT will be also published in IIT-JEE brochure. This will enable bright students to join the institute and the institute will get all facilities. It is well-known that ITBHU stands 8th among older technical institutes. After opening of new IITs, there was doubt about the institute falling behind; for that faculty, alumni and students have started a campaign.”

News Update1 dated Nov 20, 2009

On Tuesday (Nov 17) evening, Planning Commission dispatched the IT-BHU conversion file with its approval and recommendation to HRD Ministry.

Earlier, the group of students met the Secretary of Planning Commission and requested him to expedite the matter. The Secretary gave the assurance.  Later, the same students could meet Hon'ble Minister Kapil Sibal in his residence (Saturday 14th Nov). The Minister received them well and discussed the matter. He reassured them that this will be done but could not commit whether it could be done in this session. However he mentioned that he would look into it.

There are 4 dates available for MHRD to table IIT Act in Parliament: 25 Nov; 2 Dec, 9, Dec, 16 Dec (all are on Wednesday). 

If the EFC and cabinet meetings are over within next 10-15 days, then we could expect the same to be passed in this Parliament Session (Nov 19-Dec 22).

We are pleased to state that the proposal of MHRD for conversion of IT-BHU to IIT has been making a good progress. The IIT Council has also unanimously approved the conversion of our institute to IIT during its meeting on October 19th.  (One may recall that as early as January last week, 2009, IIT council rejected the proposal of MHRD and the issue of the conversion was kept in abeyance).  Thanks to all our joint efforts of alumni, students, faculties, staff and well wishers of IT-BHU, because of which there were many developments in positive direction.

Now the MHRD’s proposal of conversion is being cleared by the Planning Commission. After that, it will be sent back to MHRD. Further, the meeting of EFC (Expenditure and Finance Committee) of MHRD has to take place to examine further and accord their approval. Though, it may not take time as it is being cleared by Planning Commission, but this formality needs to be completed.

Followed by EFC meeting, the suitable Cabinet note will be prepared by MHRD for the approval Union Cabinet.  After the approval of the Union Cabinet under the chairmanship of Prime Minister, the MHRD will then forward it to CCPA (Cabinet Committee on Parliamentary Affairs) with a note. After the approval of CCPA, this is further expected to be placed in the upcoming Parliament Session.

Thus the steps after clearance by Planning Commission are:

(1) Approval by EFC

(2) Approval of Union Cabinet for Government's Formal approval

(3) Cabinet Committee on Parliamentary Affairs for placing the bill in Parliament

(4) Parliament Session for modifying the necessary acts and statutes

(5) Notification: Govt. official notification for implementation under Parliament Act.

As our case has not been approved by the Cabinet in totality (i. e earlier it was approved 'in principle' due to non-completion of the necessary paperwork), the formal Cabinet's approval is required. Then CCPA examines whether the file is complete in all respects (mainly legal and finance) to be qualified to be placed in Parliament or not.

Amendment to the Institutes of Technology Act is expected to be passed by the Parliament during the winter Session, if all the formalities by that time are completed.  The winter session of the Parliament will run from November 19 to December 22.  The name of our institute will be changed to IIT-BHU.

The Institutes of Technology Act, 1963 will be modified to include names of the eight new IITs being set up in the country, along with our institute.
