It seems that the parliament will not discuss and pass the Amendment of Institutes of Technology Act, 1963 in the winter session, which ends on Dec 22. As per news published in Hindi Newspaper Amar Ujala (see Reports page in this issue):
“It is hoped that in next 2-3 months, our country will get 16th IIT and UP will get 2nd IIT. Minister of State for HRD Ministry, D. Purandeswari informed Parliament on Wednesday (Nov 25).”
Now we shall have to wait for budget session (February) of the parliament to have the bill passed. The reason for the delay may have nothing to do with the case of our institute. Since the preparation and passing of amendment of IT Act involve lots of planning and efforts by the HRD ministry, even delay in paperwork from a single institute can delay the bill. Efforts will be made by the ministry to include all the institutes (8 new IITs +IIT-BHU) in one go.
As we mentioned in last issue, Planning Commission dispatched the IT-BHU conversion file with its approval and recommendation to HRD Ministry.
Thus the steps after clearance by Planning Commission are:
(1) Approval by EFC
(2) Approval of Union Cabinet for Government's Formal approval
(3) Cabinet Committee on Parliamentary Affairs for placing the bill in Parliament
(4) Parliament Session for modifying the necessary acts and statutes
(5) Notification: Govt. official notification for implementation under Parliament Act.
The Institutes of Technology Act, 1963 will be modified to include names of the eight new IITs being set up in the country, along with our institute.
