As stated in the last issue, the Institutes of Technology Act, (IT Act) 1961 is expected to be modified by the parliament.
According to news item below, the BHU Executive Council has approved amendment of the Statutes of BHU Act, (pertaining to IT-BHU ) incorporating the changes required for the conversion of IT-BHU into IIT-BHU. This is a very encouraging and good development in this direction, as there will not be any legal problem for Government to take over IT-BHU for conversion to IIT-BHU.
However, the work of preparing cabinet note is taking somewhat longer time as a lot of paperwork is involved. However the Institute, along with other alumni is in constant touch with the MHRD officials regarding the progress in this regard. MHRD will send the Cabinet note to Law Ministry. After incorporating the suggestions of Law ministry, the cabinet note will be distributed to several ministries for their comments and suggestions to be incorporated in the revised note. The revised note will be forwarded to PMO (Prime Minister’s Office) and then to the Cabinet Secretariat for Cabinet meeting.
Cabinet will review the file and send its recommendation with a cabinet note to CCPA (Cabinet Committee on Parliamentary Affairs). CCPA will have any last-minute check on file before sending it to Parliament for inclusion in the Bill.
Parliament will then introduce the IT Amendment Bill and approve it for amendment of IT Act.
According to informed sources, the cabinet approval is expected to be within a month and the IT Bill is expected to be introduced in the next parliament session i.e. in Monsoon Session (July-August)). The good news is that the official conversion of 8 new IITs will also be included in the same Bill, thus we shall not be left behind.

According to Singh, the universities and other institutions of higher education of the country are facing ripples of economic reform policies and severe budgetary constraints. In present economic scenario, the funding agencies like Ministry of Human Resource Development, UGC, State Governments are not in a position to meet the budgetary requirements of central and state funded universities and other institutions of higher education to carry out their developmental activities. Therefore, there is an urgent need for the universities to manage their funds more efficiently, reduce their dependence on traditional sources and to tap new and innovative sources of funds.
Executive Council meeting of BHU held: The meeting of Executive Council of BHU was organised on Thursday. The EC unanimously recommended the required amendment in the statute of BHU for conversion of BHU-Institute of Technology into IIT-BHU. It was also resolved that the Rajiv Gandhi South Campus Barkachha would be converted into rural based model institute as per the need of local people. The appointments related to the department of Food Sciences, Animal Husbandry and Education were also approved. Besides, the vice-chancellor Prof D. P. Singh, the other members including Prof CD Singh, Major General S. N. Mukherjee (retd.), Prof Kamal Singh, Prof S. Churamani Gopal, Dr D. S. Rathor and Dr S. B. Singh attended the meeting. Two EC members Prof. Laxman Chaturvedi and Girish Karnad could not attend the meeting.
